Default Explain 'Request for Proposal'

I just got an email from advertising.com titled 'Request for Proposal' with about 4 pages of copy explaining what they offer.

SWhat does 'Request for Proposal' mean?

Technical Proposal / Request for Proposal

2 Types
1. Solicited
2. Unsolicited

Basically when you request a company to send you a proposal about what they can do for you about a particular project or undertaking. Since you didn't request advertising.com for a proposal you got an unsolicted proposal from advertising.com explaining to you what they can offer to you to improve your site/revenue. If you like the proposal you respond in postive.

I hope I got it right because I learnt about Technical Proposal only a few days back in college.
