- Return Traffic
- Banner / Button Exchanges with Other Sites (1 vs 1)
- Top Lists
- Other Sites Promoting You (an affiliation)

All the things you mentioned must be done to promote a web site. However Return Traffic is the most important one. I suggest experimenting with each and analyze the result.
