how do you transfer a domain name from a isp to another isp? i don't see any form on that site to do that

You gotta change your nameservers, for the domain.

the nameserver, tells the Browser the ip that goes along with your domain.
If you have a dedicated box, u can use and register your own nameservers.

If you're on virtual hosting, your host should have added your domain to their nameservers, and now you must replace the nameservers for your domain in the registry with the nameservers of your new host.

EDIT: This might be hard to do if you're with NSI, since I believe they don't have an online panel, so you have to call, blah blah blah.
Never had a domain with NSI so I don't know, my registrar Dotster, allows changes through an online panel, and I get comfirmation of the changes in a few minutes, it usually takes about 2 days for the domain to propagate(resolve).
