Network For Bottom-Position Banners?

I have a consumer/finance information site with...

1. 22K Page views per month and growing slowly

2. Burst-->FastClick for top of page banners, with FastClick defaults pointing to the same script as the bottom banners

3. Bottom of page banners are various pay-per-lead/sale affiliate programs rotated with WebAdverts

4. Total ads per page - 468x60 at top, 125x125 at the side about halfway down, and 468x60 at bottom.

I am looking for a network that will allow me to place their banners at the bottom of each page, *without* requiring any at the top. (I might be able to alocate about 5K/month impressions in the top slot, but only as defaults from the others.) They must be willing to accept having the other two banners above them. I already applied with ValueClick, but was turned down.

I realise that this would most likely involve CPC campaigns. I *strongly* prefer something that allows me to re-direct defaults to another destination

I am somewhat concerned that, as the traffic grows, the banner rotation script might potentially irritate the host, due to server resource useage, which is why I would like to have networks serving/rotating as many of the banners as possible, with WebAdverts being the last resort for defaults.

I am outside the USA, but the audience is mostly American.

Any recommendations?
