As with many legal matters, this one is very complicated. ICANN and VeriSign have reached a settlement, but not everyone is pleased, so there is a lawsuit.
VeriSign retains control over the .com registry and they would be allowed to have a 7 percent increase each year until 2012. This would naturally increase the price of domain registrations. Also VeriSign would be allowed to get 10 percent of the sale price in the secondary market. This is going to create a lot of noise. The 7% increases are far too high for what has become an essential utility service. This should be in line with CPI or thereabouts.
The after-market issue is a little more complex, since that mainly relates to competitive considerations, but the core issue (VeriSign's ability to secure .com for years, complete with pricey annual fee hikes) is bound to be opposed by GoDaddy, major web publishers and many other big players in the interactive sphere.
