Anyone know how to do this with Photoshop, or know where I could read up on it via a web link?

If you have Photoshop 5.5 (or later?) then you create the image in Photoshop initially then you use "File/Jump To /Image Ready" and do the animation in ImageReady. The Photoshop help will probably give you the specifics. I only use version 5.5 so I can't help you with other versions.
