Question Confused to oblivion

Ok..before this forum gets leaned on I'd like to ask a question I've truely tried to find the answer for. Problem is I'm so confused as to how to ask, I plead you bare with me. Each gif. and mkany other things has its own URL. A banner or gif. is created and it's assigned a # to retrieve it from. HOW? With literally the potential for milions of new 'objects' every day, why is there not total chaos? What keeps track of all this stuff? How come an object being created in Capetown and one in San Diego don't wind up with competeing numbers and designations? If I don't make sense, I appologize ahead but this has been a wonder to me since before rope.

Hmm...

Well, let's see if this helps...

More or less, every computer has an IP address assigned. XXX.XXX.XXX.XXX

When you type in a name (http://www.geekvillage.com), it asks the DNS what the IP # is. And it comes back (let's say) 123.123.123.123.

A gif, file or whatever is called on by it's file name.

So... whatever.gif is located by both an IP and filename.

123.123.123.123/images/whatever.gif

This distinguishes it from 444.444.343.22/images/whatever.gif

Too obvious I guess. So the gif. just has the file name..thus if the IP changes...etc. etc. Ok.
Sorry for the lame question..but it was like trying to remember the name of a celebrity and that name keeps retreating. I have concentrated on the design aspects and put too little time into the 'real stuff'..so I'm on that steep learning curve. Thanks Arn.
