Question Web-based email client

We manage a large not-for-profit institutional site. We are looking for a free web-based email client to run in a linux/apache(with Perl or PHP scripting)enviroment. So far we have tried "TWIG" and "IMP". Great features, but full of bugs and browser specific. We can de-bug, but limited time.

Any suggestions for free email clients?
