I'm quite curious about what it is about ibill that sets it apart, but I guess we won't know for a bit. I'm also curious as to what is REALLY motivating ths move.

My understanding from a few months back (and it's fuzzy), is that Visa is aiming at Paypal specifically, since it has become a major competitor. So, that's what all this may be about.

I just queried my payment processor, esellerate and they indicate

"Our merchant provider will take care of any Visa regulations we are required to follow".

Finally, as an interesting aside, probably unrelated, is the issue of money laundering, which is a concern of the Federal government, particularly since 9/11.

This is particularly a concern when it's not easy to monitor whether any real product or service sold over the net is actually delivered. The Ebay/Paypal arena is an obvious place to look at these things, even though it's hard to conceive of laundering huge sums of money through them.
