Keyword tags should contain no more than 250 characters including spaces and use important keywords and phrases consistent with the HTML Body Text and Page Title. No single word should be used more than twice.

In SEO I don't think anyone could argue that there is anything that is useless, but some things just carry more weight than others. In this case meta tag desc/key is more of a safe measure than an actual SEO effort

I watched a video from Matt Cutts last night actually. He said the Meta Tag is now virtually useless. Nothing from the field is taken into effect for the search results.

Some search engine recommends a non-empty meta keywords tag less than 874 characters.

Meta tags is use in Titles, Keywords, and Description. Different search engines have different rules. Therefore what may work well for one engine may not work so well for a different search engine. Search engine's may change their search algorithm's at any time with out notice and this could effect how meta tags are used, or even if they are used at all.

For preparing meta tags keep certain things in mind such as:
1) Make three targeted keywords per page (keywords should be relevant to the page theme).
2) In meta title, adjust the keywords such as it completes almost around 70 to 80 characters.
3) In meta keywords, keep the keywords using comma's which are relevant to the page and other important ones make it upto 100 to 150 characters.
4) In meta Description, use the keywords of the meta title in the description in such a way that it should come in first three lines, make it upto 200 characters.
