Paypal - extra charge for non-US cards

I would like to ask if any non-US paypal member
use their service to send payment to
a US person,
or buy from a US merchant accept only paypal,
or receiving US affiliate program commission

Do you have to pay for the edditional 2.6%+
service charge because of non-US issued credit card,
when you send a payment or withdraw your money
from your account.

Can merchants accept credit card via paypal
set up the order form that do not force the
buyer to become Paypal member?
Is it possible?

I guess send payment via member account
have to pay the additional fee.
