The priority should be on page SEO. That's basically what you put in your site. How can you go with off page when you don't have an on-page info. For me, the foundation would be the content of your site. That should be worked out first. You can rank even when targeting keywords and distributing them all over your site.

All are important, and part of SEO.

If that's the question, the first is definitely Keyword Research.

All online searches start with keywords, and that's where you want to focus more of your initial efforts on. Rank the wrong keywords, you get untargeted or zero traffic.

On Page Optimization comes second, and this is done together during your web design stage when you are adding content to your site.

Off Page Optimization comes last, but this is where you have the most work to do. It is an ongoing process to build authority, gain publicity, and strengthen your incoming links.

According to my knowledge On-page SEO is one types of SEO which is regulate your webpage by page coding.On page SEO include title tag, Meta tag, Meta description, URL, interlinking etc.

Off-page SEO is one types of SEO which is not regulate by page coding.
Off page included forum, graphics submission, photo sharing, video sharing, blog content etc.

On-page SEO is all about how well is your website content presented to Search Engine Optimization. On page optimization ensures whether a particular webpage is been structured in a manner so that it can be easily found by the search engines tool for specified keywords and key phrases. By doing this, it will not only helps in getting good search engine ranking but also helps overall quality of the site.

Off-page optimization is a long-term process and it takes time to improve. off page optimization is nothing but all related to online reputation. Backlinks are the important factors of any off-page strategy and off-page optimization are not like on-page optimization, off-page optimization efforts are visible on the webpage itself like on-page optimization does. Off-page optimization does the background work for better search result.
