Hey I am considering starting to mail out a newsletter to approx 250,000
registered users of my website.
I am curious, is it possible to include CPA offers from companies such
as maxbounty, cpa empire , azoogle, cj etc in the news letter?
Or do webmasters send out direct emails of these offers without any newsletter type format? (As a 3rd party email etc).
I believe with commision junction there is products that my target market
would be interested in purchasing.

That's a considerable list, well done!
To reward your list for their loyalty to your site -
Carefully read thru these offers and write an email reviewing them (1 or 2 per email, don't overload).
Explain their advantages and disadvantages (if any), which target audience are most likely to benefit, how to get the most benefit from them etc.
In other words ANSWER THE QUESTIONS YOUR CUSTOMERS ARE MOST LIKELY TO HAVE.
Write these in a simple text format with breaks, emphasize your main point(s), provide links.
ENDORSE these offers enthusiastically but only if you REALLY believe that they'd be useful to your customers.
Don't promote if you're not sincere - eventually your list will catch on and you will lose them down the line.
