Does using a title in your hyperlink tag (like below) help your SE/Google rankings?

In my opinion it couldn't hurt (unless you got silly and stuffed 50 keywords in there). On the other hand almost nobody uses a title tag in a link so I doubt Google would value it very highly. I doubt you would see a noticeable difference in your rank from using this technique.
