You're right in that video content that has broad appeal and the ability to rack up tens of thousands of views, or more, could cover its production cost or net a tidy profit simply through ad revenue sharing that is available via the YouTube Partner program. There are also some third-party outfits that are looking to partner with successful content producers on a revenue share arrangement.

Otherwise, using clips to build your brand and to channel people through to other websites or newsletters that you operate is an indirect way to use YouTube as a source of leads and future revenue.
