Since they're using Engage, they have to play by Engage's campaign rules. Once a campaign is started in Engage, the only way to stop it is to e-mail Engage and ask them to manually remove the campaign. Since there are multiple popup campaigns, and since Engage is probably not very responsive right now, it will probably take that long to get the popups taken down.
