Bandwidth Throttling? Limiting .zip files to download at 20k

I rent a dedicated server at Virtualis running FreeBSD

I want to make the .zip files download at a slower rate, 20 kilobytes a second, and the html and images at a higher priority, 40k a second.

Is there ANY way I can go about doing this?

Have a look at mod_throttle for apache: http://www.snert.com/Software/mod_throttle/

I haven't used it yet, so I can't tell you how decent it works..
