It's an auction kind of deal. Actually a reverse auction of sorts. The publisher bid down the price they're willing to accept - the CPMs tend to be very low. At the moment they don't have any offers to bid on.

I did "win" one bid and started to run the campaign but the advertiser started inserting pops with the banners. I pulled the campaign and never did get paid. That was also the last time I used it (about a year ago).
